Tooth Clutch used as a brake

I have a braking application with some low speed but high torque. It will be submerged in a river and be hydraulically actuated. I have had trouble finding a brake to meet this spec but have found a clutch that does. I am interested in using this hydraulic tooth clutch as brake. Possible?

You can use a tooth clutch as a brake. You would need to lock/bolt the output to a rigid frame. So, when you apply power to the clutch, it holds in place because the output is then locked to the rigid frame.
